Tried uninstalling AVG and reinstalling without email scanning - no joy
Tried disabling ZA Pro - no joy
Further Info - If, in Manage IDs, I untick the ID the program starts in and
change the ID in "When the program cannot ask you to choose ID" - the
incrementing counter switches to that ID and the counter continues to
increment with OE not running.
Since the problem moves with the account that I set as above, not sure I
want to mess with removing mail account and add it back. I do not want to
risk losing what I have saved in folders.

Then remove your mail account and add it back again. I suspect that is what
is causing the increase in the Compact check count. If its not AVG, then
try disable ZA and see if that fixes it. What you have to understand is
that previously functioning software depended upon a framework that has
changed, so it may no longer work as before. That means the 3rd parties
have to change their software to compensate for the SP3 changes. Meanwhile,
the users get stuck with the incompatibilities.
Its even worse in Vista.

I turn on the PC and do not start OE or anything else. I set the counter
to
zero and leave the machine for an hour. At the end of the hour, with
nothing being done on the machine, the counter has incremented to 9 on my
ID. I don't know whether this info helps, but it certainly adds to the
puzzle.
ZA Pro 4.5.538.001 has been on the machine for several years and has
worked
perfectly. This is definitely an SP3 problem and I'm not going to go that
route on spec.

I've seen several instances where having ZA Pro installed when you install
SP3 (even if it's disabled during the install) cause any number of
problems,

Other than (1) uninstalling ZA Pro, (2) enabling the Windows Firewall, (3)
uninstalling SP3 via Add/Remove Programs (with AVG disabled), and (4)
compacting all folders in all identities, (5) reinstalling SP3 via Express
option at Windows Update (not using a downloaded installer) (with AVG
disabled and all applications closed), and (6) rebooting twice, I'd
recommend that you open a free support incident.
