What happens if you send a message to yourself? Tell us.
Any error messages?
What does the returned message say?
Who is your ISP?
You got rid of the worst AV program and replaced it with the second worst. Get rid of McAfee as well via Add/Remove and then follow up as per these links.
Download and run the Norton Removal Tool:
http://service1.symantec.com/SUPPORT/tsgeninfo.nsf/docid/2005033108162039
Symantec uninstaller may not finish the job:

McAfee Consumer Products Removal Tool:
http://service.mcafee.com/FAQDocument.aspx?id=107083&lc=4105&partner=McAfee&type=TS&ia=1
Download and install one of these AV programs.
I would suggest either Avast, (freeware), or NOD32, (not free).
In the case of Avast, choose Custom Installation and under Resident Protection, uncheck: Internet Mail and Outlook/Exchange.

NOD32:

All of a sudden I am losing all the mail sent through Outlook Express. Some
mail I have sent overseas has been returned after 3 days saying cannot be
delivered.
Other mail is lost in the ozone.
The only change I have made is replacing Norton with McAfee. I have used
cclean to clear temp. files and cookies.
