What did you reformat it with? Every Windows version from 9X through XP has IE6/OE6 as part of the installation.

Control Panel | Add/Remove Programs | Add/Remove Windows Components, is Internet Explorer checked?

Win 9x did not come with IE6/OE6. 98 and ME cane with 4 or 5, depending on the version.

Look at more than the top of the page. There's a link for IE6 for versions earlier than WinXP.
