Given that you deleted the registry key, my best guess would be a damaged identity. IE7 should have no effect at all, and an R & R seldom fixes anything.
You may have a damaged identity especially if it is the default Main Identity. File | Identity | Add New Identity. Create a new one and test it. If all is well, you can import your messages and Address Book from the old identity and delete it.

On the Message menu, the Block Sender option is greyed out. I would like to
be able to use this option since it is much more convenient than manually
building a list of blocked senders. I have re-installed IE 7 to no avail,
tried to re-install Outlook Express 6 but got the message "there is a more
recent version of OE on your computer". I have deleted the Block Sender key
in the Registry as suggested by Microsoft. None of these actions have
restored by Block Sender option. Can you help me get this option back.
