Thanks Bruce,
Yes, Broadband, OE loads Immediately, server takes for ever. ISP 'help desk'
has asked for the modem ID a couple of times, I assume they are X-referencing
to their documentation.
SPA and Authotization are NOT checked
ISP 'Tech' set up the site manually. ie IP Address; Subnet Mask; Default
Gate; DNS Server and Alternate DNS Server: Proxy Server address and Port
Number;
I have recorded these addresses and now, in TCP/IP properties I have set:
"Obtain an IP address automatically " and
"Obtain a DNS Server address automatically"
Plus in LAN settings I have set:
"Automatically detect settings" while leaving the manually set Proxy server
address and port number as was.
This appears to have cleared the problem !
But why go through all the manual addresses if "auto" is available ?
Perhaps that is a question for their support people.
Is it possible that the ISP may be using specific addressing as part of a
priority structure ? I am certainly not on their most expensive plan !

This is now Broadband? OE loads quickly, but the connection to the server is
slow? Did the ISP get the correct numbers off your modem? The possibilities
are almost endless and the link Gerry sent does apply to Outlook Express.
In Tools | Accounts | Mail | Properties | Servers, if the bottom two boxes
are checked, (Logon using SPA & Authorization), try unchecking them.
How to troubleshoot error messages that you receive when try to send and
receive e-mail in Outlook and in Outlook Express:

I would hammer your ISP's tech support. Ask for a level 2 tech. After all,
you are paying them for service.
