Did you read KB813514 and try the resolutions in it? Have you disabled email scanning by your anti-virus application?

The only part I left out of the error message isthis: Some errors occurred while processing the rrquested task. I went to the support page given but it wasn't any help. I can connect to the internet, and my INCOMING mail is working just fine. Only the OUTGOING mail is NOT working. More ideas on how to fix this would be appreciated.

Disable email scanning by your anti-virus application. It provides no additional protection and even Symantec says it's not necessary:
