What is Microsoft's motive? Get away from OE in favor of Outlook?

You no longer have spell checking capabilities in some languages in
Outlook Express 6.0 after you install the 2007 Microsoft Office system:

Office 2007 breaks OE's spell check. Downloading a free spell check is the
simplest way around this.

Using OE-6 under XP-Hm-MCE
OE's dictionary recently decided to change its language habits. For each
and EVERY word in a msg (if I allow it to go that far), it, the
dictionary comes back with a foreign language alternative.
Did I execute some kind of switch? Tools>Options>Spelling tells me that
it is French! No other languages are made available.
Befuddled, (no French alternative to this word!)
