Disabling Norton sometimes makes no difference on some systems and their setup. You will need to uninstall Norton completely using the uninstall tool available at the Symantec site as per the link below.

Norton (AntiVirus): You needn't uninstall NAV, just disable it's Email
Protection. It in fact provides no /additional/ protection and even
Symantec says it's not necessary:

ZA: Assuming you're running ZA Free and that you do NOT have Norton Internet
Security of Norton 360 installed, you can (1) disable or uninstall ZA Free,
(2) enable the Windows Firewall and then (3) see if things improve.
