Have you tried compacting first thing after starting your machine?
As I stated, when you see the error message that a file is in use, you can drag that message out of the way by the blue banner and you will see what folder it got stuck on. If it is Folders File, close OE and delete Folders.dbx in the message store.

What if you first select Outlook Express at the top of the Folder List and then click File | Work Offline?

The name(s) of the files being compacted isn't displayed so it isn't possible to see which one it's stopping on or, of course, if it's consistent.
Working off line doesn't make any difference.
