Take a look at the Message Source (Ctrl-F3) for the incoming message.

OE is going to use the FROM, TO and CC headers to build the Reply All.
Look to see that SP1 and SP2 are actually listed those fields. And if
they are that there isn't some funny formatting.
For the official specifications, see:

but that can be difficult to read.

OE will also remove the replier's e-mail address from the list. So
look at Tools, Accounts, Mail, Properties, General for all mail accounts
for the replier to make sure that SP1 and SP2 are not listed in the
e-mail address or Reply address there.

When a user in my office uses 'Reply all' to messages having multiple
recipients, all recipients are listed in the reply being created;
however, if
two specific recipients exist in the incoming message, these are NOT
