New MSN server settings:
1. On the Servers Tab,
a. Change the Incoming mail (POP3) and Outgoing mail (SMTP) settings to:
i. Incoming mail FROM pop3.email.msn.com TO pop3.live.com
ii. Outgoing mail FROM smtp.email.msn.com TO smtp.live.com
b. Uncheck the "Log on using Secure Password Authentication" box
c. Ensure your full e-mail address is included under "Account Name"
e.g. MSN_User@xxxxxxx
2. On the Advanced Tab,
a. Change the port number for Incoming Mail (POP3) from 110 to 995
b. Check both the boxes that indicates
"This server requires a secure connection (SSL)"

If she used MSn 9 her account should be an http account, thus not using the pop3/smtp servers.
The correct server for an http account was posted earlier

The pop3.email.msn.com and smtp.email.com servers and ports you mentioned(110/25), Secure Password Authorization(SPA) are ***no longer valid*** for legacy pop3 accounts. If she used, MSn Explorer I am extremely skeptical that the new servers will function(though a few http accounts that were originally pop3 accounts oddly, possibly an anomaly, still capable of using the legacy pop3 settings. Those settings were also posted in this thread by Mae..reposted below.

Imo, try the first by setting up a new account in OE as an http account and see if it works, if it does, then change the settings per Mae's instructions in the original account. If both work decide which one to use, then remove the other account. If only one works, remove the account that doesn't work.
The links posted in my prior response were servers for use in Outlook Express(they are not clickable links to a web site). If you meant other links besides those and can't connect to the sites using IE or MSn Explorer, then another issue unrelated to email or Outlook Express is in play.
Let us know how it goes after trying the http or 'new' pop3/smtp setttings.
