That error message is for sending, not receiving. You apparently have
some messages in the Outbox and OE does a send before receive.

Your settings were OK if you had been directly connected via the
SBC/AT&T network. But unusable if you connect via any other means. In
any case, AT&T is migrating to different server names and settings. For
