That is normal for most ISP's. You can only send through Outlook Express if you are connected to
their service. When traveling, you connect through a different ISP.

Most ISP's have a link to your mail off their home page. When you use this web-mail link, they you
can send mail from your ISP. Check with your ISP for this option.

When I travel, I can go on the web, I can receive message on outlook express, but I cannot send
them. Is anybody has suggestions ?
