I am also having this same problem starting about the same time as you others
(more than a month ago). But only now I started to investigate it. Have you
solved the problem? I haven't.
But I can tell you some more details from my investigations:
* It is not Outlook 6 that causes the problem. You can have the same effect
if using telnet. Start telnet. Enter command o. Enter hostname of your email
server like pop3.<hostname>
You should get a response like 'Hello', but in our case you get error
message 'connection to server <hostname> cannot be established. However after
booting and in your first XP login session, you get nice response 'Hello'.
* changing windows account is not important, but relogin is. You get the
error with login in with same user account the second time (after logging out
first)
* You don't need to use email in your first windows login session to get
this error. If logout your windows account without using email, and login
again and then use your email client, you get same error message 0x800ccc0e
....
* from above we can say, that error becomes whenever you logout and login
again
* I use Norton Internet security 2005, but I disabled it for 1 minute while
performing the test. Error still occurred while Norton was disabled. I had
tried also disabling Norton's antispam feature, but it did not solve the
problem.
* It is not only the POP3 protocol that causes problems. Same thing with
SMTP, while at least I am having another service provider for outbound
emails. If I have something in my outbox, I get similar error message, but
this time for SMTP protocol and hostname is the hostname of my outgoing email
provider's.
* suprisingly my Norton is NOT logging any activity in these error cases
into its logs. Would that be an indication that something is blocking these
port 110 and 25 totally and no networking takes place at all.
Has anybody tried to report this to Microsoft? My XP licence for support to
MS is overdue, so I cannot do it.
For You others, who might want to give solutions: please do not suspect that
there is something wrong with email account settings. Nor the services of the
email provider, because email works fine with provider's browser based tool
and as I told you, I have different providers for incoming and outgoing mail
and problem applies both. Really, email config problems is not the case here.
Everything works fine after booting.
I am not expecting to have a virus either.
Personnally I have in mind, that some of the Microsoft's hotfixes has
brought a feature, where port 110 and 25 are blocked if logged in the second
time.

Spam blockers and mail scan did not change anything. Still can't send or
receive mail after changing account in windows.
Mike, the error indicates that you are failing to connect to the server,
most common reason for this is that you have the wrong POP and or SMTP
server in your account setup, or you are trying to connect to a server that
you are not connected to?
Check at your ISP for the correct settings.
Who is your ISP because the error does not appear to return a valid server
name?
Most errors appear like this for example:
The connection to the server has failed.
Account: 'timber2498', Server: 'pop.mail.yahoo.com',
Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error:
10061, Error Number: 0x800CCC0E
Your error is:

Socket error: 10061, Error Number: 0x800ccc0e
Did you edit the error?
What is the connection setting in the account tools>accounts>double click
the account>connection tab?
Try removing the always connect using check mark?
