Save the message.txt attachment and rename to an EML file (e.g.
message.eml). If you double click the EML file, it should open in an OE
message reading window and be readable.

I have a friend who uses Hotmail to receive and read email from an AOL
user. He has no trouble opening and reading the attachments on Hotmail.
He forwards the email to me and the attachments show up as
"message.txt" and when I review the message source it shows up as 8 bit
code. I have no trouble reading all other email attachments he
forwards. I have no trouble reading any other emails, just the ones
forwarded from one source.

What's happening and how can I fix this.
