outlook express uninstalled

I turned my pc on the other day and it said "outlook express
removed".Well I have tried to reinstall Windows SP2,IE7,IE6;I have
even done system restore and nothing seems to bring it back.When I do
a seach on my pc for the program all I get is the blue screen of
outlook express and my cpu starts running at 100%.I even turned off my
antivirus software and firewall when I tried to reinstall the programs
to bring it back.I consider myself pretty good with computers but I am
lost.I need some serious help please.Thanks in advance.
Running Windows XP Home SP2.
