Replied inline below. Make sure you are fully patched at Windows Updates. However, if this happened on another computer, you most likely had corruption and brought it with you.

Using IE6 not IE7--not sure what you meant in item 2 in your reply.

Can you reply (via 'BH' intials placed) within the three points I listed in
prior reply. I need to know specfically the answers to each item before I go
ahead and change/select each setting and sub-settings.

Also, in those three points I listed below, I reference changing from West
Euro 'Windows' to Western Euro ISO, per your instructions from your earlier
reply which instructed me to change from West Euro Windows to West Euro ISO.
Accordingly, should I be changing to ISO?

If do exactly what I lised in below three points, restart computer, and
recipeients still get TNR and not Arial, if I create new identity, can I use
a backup from Express Assist to load in all mail folders, address book, mail
settings"? If not, do I first copy all dbx files, wab files, iaf files to
say C:\desktop\march07 (would create that subfolder) and import all settings
in new identity from c:\desktop\march07?

Also does copying all dbx files to another area solve corruption issue?
I ask b/c this past week I copied all dbx files from older computer to this
new one and the TNR problem still exits. Did notice that identity folder in
new PC also ends in '9526' like old pC folder name did!

You did check in Tools | Options | Compose and made sure that nothing at all
is checked in the Stationery section?

I find it strange that you receive it OK when you send to yourself. If
someone is reading in Plain Text, then they will see the font of /their/
choice. The problem may not be on your end.

Turn off e-mail scanning in your anti-virus program. It is a redundant layer
of protection that eats up CPUs, slows down sending and receiving, and
causes a multitude of problems such as time-outs, account setting changes
and has even been responsible for lose of messages. Your up-to-date A/V

If all else fails:

You may have a damaged identity especially if it is the default Main
Identity. File | Identity | Add New Identity. Create a new one and test it.
If all is well, you can import your messages and Address Book from the old
identity and delete it.
