(This may be a stoopid question but can't you access the tconl.com account on your cellphone?)
If your tconl.com account has an automatic forwarding option, sure (check with them).
If it doesn't, OE can do it* but you'll have to leave your machine running, connected to the internet, with OE open & configured to poll the account on a schedule. Keep in mind that you'd be forwarding all Spam, too.
*the precondition for forwarding is that OE must download the message, not that you must read it

you should be able to access your messages on the cellphone and any
