Didn't think the situation would become so involved.
Did re- start both machines. Yes it's Pop3 account.
Messages have become downloaded twice.
Have for along time been storing messages in folders other then inbox.
Using latest version of AVG and email scanning is enabled.
I am letting auto compacting do the compacting.
Haven't had the chance to follow up on the rest of your instructions,
only because have the fear of messing things up.
Could the possibility exist to due to now using IE7 version.
This is a completely re-built desktop machine, from the case to the MB &
CPU.
Previous setup took a long time to boot and shutdown among other problems
and would hate to corrupt this new setup.
Lot of money and effort, not necessarily of effort, went into this machine
which hadn't
functioned this well in years. Like to keep it this way.

Have you restarted both machines since checking the box? Try that next.

This /is/ a Pop3 account?

There is a problem where messages get downloaded more than once due to a
corrupt Pop3uidl.dbx file. This is different, but that file does play a
role and trying this will cause no harm, so do this on both machines. Make
sure OE is closed and reboot when you're done.

Tools | Accounts | Mail | Properties | Advanced. Uncheck: Leave a copy of
messages on the server. Then delete the Pop3uidl.dbx file. You will get
the messages one more time, but that should be it.

Tools | Options | Maintenance | Store Folder will reveal the location of
your Outlook Express files. Press the Tab key to highlight the folder
location, then Ctrl+C. Close OE, then Start | Run | Ctrl+V will put the
location in the box - Click OK and you'll see the OE files. Otherwise,
write the location down and navigate to it in Windows Explorer.

In WinXP, Win2K & Win2K3, the OE user files (DBX and WAB) are by default
marked as hidden. To view these files in Windows Explorer, you must enable
Show Hidden Files and Folders under Start | Control Panel | Folder Options
Icon | View, or in Windows Explorer | Tools | Folder Options | View.

With OE closed, find the DBX file for the folder in question
{Pop3uidl.dbx} and delete it. A new one will be created automatically
when you open OE.

General precautions for Outlook Express:

Do not archive mail in default OE folders. They will eventually become
corrupt. Create your own user defined folders for storing mail and move
your mail to them. Empty Deleted Items folder regularly. Keep user created
folders under 100MB, and Default folders as empty as is feasible.

After you are done, follow up by compacting your folders manually while
working *offline* and do it often.

Click on Outlook Express at the top of the folder tree so no folders are
open. Then: File | Work Offline (or double click Working Online in the
Status Bar). File | Folder | Compact all folders. Don't touch anything
until the compacting is completed.

Turn off e-mail scanning in your anti-virus program. It is a redundant
layer of protection that eats up CPUs and causes a multitude of problems
such as time-outs and account setting changes. Your up-to-date A/V program
will continue to protect you sufficiently. For more, see:

In Tools | Options | Maintenance: Uncheck Compact messages in background
and leave it unchecked. {N/A if running XP/SP2}.

If both computers are using the same e-mail address, on both
machines:

Tools | Accounts | Mail | Properties | Advanced - Check: Leave a
copy of messages on the server.

On one machine, check to Delete messages after X days to assure
the server does not get clogged up.

I set my desktop computer in Outlook Express,Tools, Accounts,

In Outlook Express's Tools, Accounts, you can set OE to leave
the messages on the server, delete them, or delete them after
a certain number of days. You appear to have yours set to
delete the messages and thus they aren't available any longer
to the other computer when you try to read them.

I have my laptop set up to not delete messages from the
server, ever. Then, my desktop deletes messages after 7 days.
So, a little balancing act like that usually makes things work
out pretty well.
