Contact your ISP to get the correct settings for sending mail and then click Tools/Accounts/Mail tab and change the properties for the server to reflect the correct information for the account. Your partially quoted error below indicates you are using port 0, which is an incorrect port for sending messages. For most POP3 servers it would be 110 for receiving and 25 for sending (although your ISP may use a different port for sending and may also require authentication).
