This patch addresses some of the issues that were caused by KB911567.

Address Book problems.
Unsent templates appearing as sent.
Manually compacting will now reset the registry counter to Zero in WinXP/SP2 and also sends a copy of your dbx files to the recycle bin as a temporary backup.

To complete the fix for .eml templates, a registry change is needed. See:

Delete any dbx files currently not in use and then compact all your folders.

Click on Outlook Express at the top of the folder tree so no folders are open. Then: File | Work Offline (or double click Working Online in the Status Bar). File | Folder | Compact all folders. Don't touch anything until the compacting is completed.

You already figured out ho to tell the size of the dbx files. For non-newsgroups, we usually recommend keeping them under 100MB. But that is a precaution so you don't lose e-mail messages. OE only mirrors what is on the server, so there is no worries about losing newsgroup messages as long as they are on the server, since you can Reset and download them again.

Newsgroups do remove messages after a period of time, so if you have anything in particular you want to save, drag it to a user created folder for archiving.

In my Store Folder I have a number of .dbx and .dbt newsgroups, that I have subscribed to at one time ... but not all currently; some of those are well into the million bytes.

I also have a .dbx file for every presently subscribed-to newsgroup, as well as for every item under my Local Folders. My 'Deleted Items' .dbx file is
437mb.

If these sizes are too big, how do I maintain/monitor the sizes to stay in good grace with Outlook Express?

I do 'reset' followed by 'compact' at least every other day.

Please advise me how to maintain this 'stuff' in good fashion.
