I would try again to manually import them using the method in the last paragraph on this page www.oehelp.com/backup.aspx (which is similar to what Bruce suggested). But I wouldn't expect much out of a file that small.

I opened it with Notepad and sure enough at least some of the emails were
there. There were some strange characters as well.
How do I recover? What's next? I couldn't find anything in the OE help.
