Is Outlook or Outlook Express the default email program and if it's Outlook, do you have an account set up iin it?

I disabled my anti-virus totally. And still the same problem. To correct my
first post after emailing the first time in OE the 2nd time I try it opens in
Outlook and doesn't send.
