OE not sending non-west-euro-encoded email

this is a strange problem about which i can find no info anywhere on the
net. i have OE set up with a few yahoo addresses, a gmail address and a
local address with one alias and one slave.
from the local addresses, i can send anything to any of the internet mail
addys, and it will be recieved, UNLESS the character encoding is windows
cyrillic or UTF-8, in which case the intended recipient never receives the
email.
there are no error messages, and from inside OE it appears the email has
gone where it should, but on accessing the recipient accounts via the net,
it can be seen that the sent emails never arrived.
western-european-encoded messages are sent and received normally.
i am running winxp pro, OE 6 sp2
