For each account click Properties and go to the Connections tab. Uncheck the box to "Always use this connection".

This is not a dialog that can be dismissed, neither by a checkbox or this registry key.
I also tried to find a registry key that could be related to this dialog, and found under
HKEY_CURRENT_USER\Identities\{GUID}\Software\Microsoft\Outlook Express\5.0
the value "SwitchConnectionPrompt" which seems to be related to my issue,
but even when changing its value from 1 to 0 didn't do the job.

If you have "dismissed" a dialog in Outlook Express, the only way to change it is to make a registry edit under this key:

For OE dialogs that you have disabled, open Regedit and navigate to this key:

HKEY_CURRENT_USER\Identities\{GUID}\Software\Microsoft\Outlook Express\5.0\Dont Show Dialogs

where {GUID} is the globally unique identifier for your OE Identity.

In the right-hand pane you will see all the dialogues that you have turned off by clicking "don't show this again". Change the value to 0 (zero) to re-enable a particular dialog.
