If you have "dismissed" a dialog in Outlook Express, the only way to change it is to make a registry edit under this key:
For OE dialogs that you have disabled, open Regedit and navigate to this key:
HKEY_CURRENT_USER\Identities\{GUID}\Software\Microsoft\Outlook Express\5.0\Dont Show Dialogs
where {GUID} is the globally unique identifier for your OE Identity.
In the right-hand pane you will see all the dialogues that you have turned off by clicking "don't show this again". Change the value to 0 (zero) to re-enable a particular dialog.
