I last did a critical update last week and there's no new updates when
I check now...
msoe.dll is 6.00.2900.2180 (xpsp_sp2_rtm.040803-2158)
inetcomm is 6.00.2900.2962 (xpsp_sp2_gdr.060727-0051)

Something's fishy there. If INETCOMM.DLL is v6.00.2900.2962 and the machine's fully patched, MSOE.DLL should be v6.0.2900.2869 or higher.

Did you "check" by going to http://windowsupdate.microsoft.com or are you relying on Automatic Updates, Russ?

I've already tried different settings in Tools/Options/Security and
nothing worked. Tools/Options/Read is set to read in html, but if I
temporarily change to plain text, the messages show up as attachments
starting with ATT just like the KB article I followed step-by-step
which didn't work.

Text? KB312351 only applies to very old versions of Outlook Express.

What is the version number of msoe.dll and inetcomm.dll in the Help/About
screen for Outlook Express?

Already tried all those. Unfortunately this is a new XP install with a
streamlined SP2 install, so uninstalling SP2 isn't possible (it's not
in add/remove and the $NTServicePackUninstall dir doesn't exist). I
did try reinstalling SP2 and that didn't help. I tried all the other
things below as well. It's exactly what's happening in KB312351, if I
change the "Read" to text only. If I switch Read back to html, it
doesn't show attachments but wont show the text. I wish there was a
way to reinstall OE6 even though i'm on a streamlined SP2 XP.

Two other possibilities. In OE: Tools | Options | Read | Fonts. Choose:
Western European (ISO).

If you are using WinXP/SP2, and it was not already on your computer from

I just got a new laptop and have been using OE6 forever.

My new PC has a problem with OE6. It downloads all headers OK but when
I try to view any emails, they're always blank, and have attachments
like ATTXXXXXX.htm and ATXXXXXX.txt. I tried a regsvr32 inetcomm.dll
and that didn't help. I tried deleting my temporary internet files in
IE, and that didn't help. I have view/encoding set to Western European
(ISO). I have "Read all messages in plain text" not checked in OE6. I
checked for and removed any spyware I had. I even uninstalled my
antivirus software temporarily. I also followed

to open it, and hold the mouse over where the text should show, I just
get a pointer/hourglass combo. If I try to send an e-mail, I can't
click in the body text area to type anything.

If I log out of my PC and log back in as "Administrator" it works fine.
I AM, however a local administrator on my PC (and a domain admin for
that matter).

Nothing is working. Is there anything else I can try to resolve this?
