Well I just did another windows update and now my msoe.dll is
6.00.2900.2869.
I'm not having any issues with email templates, just viewing the
messages. The reason I don't think I'm having a version issue is when
I log out and log back in as "administrator" it works fine. I *am*
however a local administrator on my PC. Is there any way I can copy
"Administrator"'s outlook data and use it on my profile?

You may have missed an update somewhere. I believe your version of msoe.dll
should be version 6.00.2900.2670. Did you install KB911657 and follow that
up with the information outlined at this link (top of the page)?

Was the operating system installed using a "network install" or from a
"slipstreamed CD"? Might want to review the info at this link:

I last did a critical update last week and there's no new updates when
I check now. This is a new Windows install, and
http://support.microsoft.com/?kbid=318378 says to reinstall SP2 which I
already tried to no avail. Uninstalling SP2 is not possible.
I've already tried different settings in Tools/Options/Security and
nothing worked. Tools/Options/Read is set to read in html, but if I
temporarily change to plain text, the messages show up as attachments
starting with ATT just like the KB article I followed step-by-step
which didn't work.
msoe.dll is 6.00.2900.2180 (xpsp_sp2_rtm.040803-2158)
inetcomm is 6.00.2900.2962 (xpsp_sp2_gdr.060727-0051)

When did you last visting Windows Update and install all the updates for
your system marked as Critical?
Did you try running the regsvr32 inetcomm.dll fix from the Start/Run line
and follow that up with a reboot? How about reviewing your settings in
Outlook Express under Tools/Options/Security? Anything there ring a
bell?
How about Tools/Options/Read tab? Anything set there to Read all in
Plain
Text? KB312351 only applies to very old versions of Outlook Express.
What is the version number of msoe.dll and inetcomm.dll in the Help/About
screen for Outlook Express?

Already tried all those. Unfortunately this is a new XP install with a
streamlined SP2 install, so uninstalling SP2 isn't possible (it's not
in add/remove and the $NTServicePackUninstall dir doesn't exist). I
did try reinstalling SP2 and that didn't help. I tried all the other
things below as well. It's exactly what's happening in KB312351, if I
change the "Read" to text only. If I switch Read back to html, it
doesn't show attachments but wont show the text. I wish there was a
way to reinstall OE6 even though i'm on a streamlined SP2 XP.

And from:

Besides the problem described in this article with temporary files,
Outlook
Express may have a blank message if Internet Explorer is set at View,
Encoding to Auto-Select. If so, disable the Auto-Select in Internet
Explorer
and choose instead Western European (ISO). If your program has an
option
to
read HTML messages in Plain Text, the HTML version of the message may
appear
as an ATT0001.HTM attachment (the number may vary).
3:
Go to: Start>Run>Type in, or copy & paste: regsvr32 inetcomm.dll -
Press:
Enter. {Note the space after 32}.
If the problem reoccurs, download CWShredder and run it after doing
the
fix
again.

Two other possibilities. In OE: Tools | Options | Read | Fonts.
Choose:
Western European (ISO).
If still no joy, See this to repair or reinstall IE6/OE6:

Although written for WinXP, it works for all Windows operating systems

or
newer.
If you are using WinXP/SP2, and it was not already on your computer
from
the
factory, you will have to remove SP2 first.

I just got a new laptop and have been using OE6 forever.
My new PC has a problem with OE6. It downloads all headers OK but
when
I try to view any emails, they're always blank, and have attachments
like ATTXXXXXX.htm and ATXXXXXX.txt. I tried a regsvr32
inetcomm.dll
and that didn't help. I tried deleting my temporary internet files
in
IE, and that didn't help. I have view/encoding set to Western
European
(ISO). I have "Read all messages in plain text" not checked in OE6.
I
checked for and removed any spyware I had. I even uninstalled my
antivirus software temporarily. I also followed
http://support.microsoft.com/?kbid=312351. If I double click an
to open it, and hold the mouse over where the text should show, I
just
get a pointer/hourglass combo. If I try to send an e-mail, I can't
click in the body text area to type anything.
If I log out of my PC and log back in as "Administrator" it works
fine.
I AM, however a local administrator on my PC (and a domain admin for
that matter).
Nothing is working. Is there anything else I can try to resolve
this?
