Options in several third-party applications can disallow such changes. These include Ad-aware's Ad-Watch, Spybot Tea Timer, SpywareBlaster, SpySweeper, Ewido, Norton AntiVirus, McAfee VirusScan and/or Antispyware, and recent versions of Zone Alarm (Free and Pro).
