Might be something bundled with your ISP software.

Then the prior identity name only allowed the other program to get as far as
starting OE at the login screen. It's still a mystery to me what the identity
name has to do with it. But I'm not the one who programmed OE, and I've
disabled many startup programs troubleshooting this, so I don't know what
caused OE to do this.

About all I can imagine is that something is still trying to start OE,
but failing because of the identity name.
