Downloading Segmented Files

When downloading segmented files from a newsgroup, about 2/3 of the
segments download, then, when the "combine" action is initiated, the
remaining segments download. This is an aggravation and not a big
problem but it would be nice to find the cause. This seems to have
started occurring recently but not sure when.
Any ideas will be appreciated.
