dodgy OE6

Hi. My OE6 seems to have grown a mind of its own. Most of the time I
get the POP3 unable to connect message, and no mail comes through. But
sometimes, when I boot up, the mail is there.

I've run through troubleshooting with my comcast cable people, and with
HP, which holds my warranty on the Compaq Presario. The last advice
they gave me was to completely reinstall the operating system, thus
wiping clean all my files.

Does anyone have any other suggestsions?
