Those error messages are generic and aren't going to help at all.
Try with just two users to start.
Your Admin account is working okay, so look to see what the Store Root entry is under this registry key:
HKEY_CURRENT_USER\Identities\{GUID}\Software\Microsoft\Outlook Express
Where GUID represents your Identity number.
Copy that path and make sure its the full path to the files and does not include %userprofile% or another other variables in it.
Then log on to one of the users and check the same location and see if the Store Root is identical. If not, then make it identical to the Admin user.
Then see if OE will start. If not, then delete everything under the user's Identities key and copy from the Admin and import into the user.

I have removed everything from the newly created Outlook directory in the All users directory (See my earlier post included below) into a new folder (Outlook Express) in the C:\Documents and Settings\All Users\Shared Documents\Outlook Express\ to see if it was a permissions issue with the directory. I had noticed that when a limited user tried to find the previously setup directory structure, it was hidden from the. The newly created shared directory folder is clearly visible to all users.
I am still getting the same problem, however, so it does not appear to be a permissions problem (I presume!).
I have checked all registry settings and they appear to tie up across all users. (The only difference is that I personally have an extra identity that is not used by the others - but that should not really be a problem).
Whenever I run OE from an administrator privilige account, I have no problems at all. From a restricted account, I get the following error message:
"Outlook Express could not be started. The application was unable to open the Outlook Express message store. Your computer may be out of memory or your disk is full. Contact Microsoft (0x800C012E, 5)."
After pressing OK, I get the further error message:
"Outlook Express could not be started because MSOE.DLL could not be initialised. Outlook Express may not be installed correctly."
I have 1GB of RAM and this PC is undergoing a new build, so I have very many GB of free disc. Also, it all powers up ok for admin users.
I have tried removing OE via Add/Remove program Windows components and reinstalling it, reconfiguring the shared directory etc and the problem still remains.
Any further ideas, as I am now completely out of them.

If its a permissions issue on the directory, then you need to specify a directory that all users have read and write access to. Otherwise, I'm not sure what could be the problem.

At first, it all worked ok. However, now that I have more or less set up the new PC how I want it, I have reduced the other users to restricted accounts so they cannot mess up the machine that much (as the other users are kids and a virtually computer illiterate adult).
After setting the other users as limited accounts, they are no longer able to fire up Outlook Express. I am assuming that this is because they are not allowed to modify files in the All Users directory. I get an error message stating that the application could not access the message store.
The obvious solution would be to give each of them their own email account, but that would mean ensuring that all addresses known by others are updated which we don't want to do unless it is necessary.
Is there any way that I can recover from this situation? I really don't want to leave them with Computer Administrator priviliges.
