I've sent the info off to MS, but I wouldn't be too hopeful that much will be done since the entire development team is now heavily involved in work on the Windows Mail program that will be forthcoming in Vista (the next operating system for Windows). And security issues are in fact, the over riding concern at MS at this time, and will most likely remain so for the foreseeable future.

One more little tidbit. Did some more searching--now that I have a better idea what I'm looking for--and quite a few others have reported this issue, as well as others. One of the issues that the KB905915 patch is supposed to fix is a "File Download Dialog Box Manipulation Vulnerability" and that's the one that is causing the problem in Outlook Express (and in IE.)

Holy cow! Just Googled "kb905915" and "bugs" and there are a lot more issues with that patch than just this OE flashing behavior.

I tried your suggestion for moving the mouse to the topmost portion of the OE window and that didn't work for me, or our other workplace computers and laptops. But after a few seconds, I could click on another open app in the taskbar. When I Alt-Tabbed back to OE, then it would be OK.

Absolutely....If I recall, that was a pretty big patch. I ran mine on a test PC, but I wouldn't uninstall the patch on a work computer.

Still, hopefully Microsoft will fix this glitch one day, but I'm not holding my breath.

When it happens (and it does happen), I find that just moving the mouse to the topmost portion of the Outlook Express window stops the blinking of that box within a second or two. Much faster than opening Task Manager and I would not recommend that anyone remove the Security update in KB 905915 just because of that problem.

I found the culprit. It was KB905915, released 12/13/2005.
"Cumulative Security Update for Internet Explorer for Windows XP"

OE and IE worked fine with all previously released patches. Once I installed that one, the flashing started.
