If you are trying to import the info from the CD, it will always fail since a Read-Only attribute is set when anything is copied to a CD. You need to copy the appropriate files (all DBX and WAB files to a separate folder on your hard drive) then select all the files and clear the Read only attribute. Then open Outlook Express and use its menu, File/Import/Messages and File/Import/Address Book. See also the information at this link about backup/restore operations for Outlook Express:

I've tried multi different ways to get my old OE folders, messages and
Address Book to my new computer. I'm just about blind after reading ALL
Microsoft site's data and other tech help sites and I’ve read the “One way
to export address book entries is to export as a CSV file”, etc. - still
nothing specifically applies here - maybe because I did not back up as per
OEEXP's - (simple, complete, or partial)? I saved to CD-RW's all data and
can't get the most recent Address Book, folders or messages. I found three
.wab address books, but they are old(2000) and some old .dbx files (also old)
in a backup folder of OE. I might have goofed when I deleted the ~ file
icons when they appeared on the old desktop (didn't know they were backups).
Can't someone PLEASE help me?
