Disable email scanning by your anti-virus application. It provides no additional protection and even Symantec says it's not necessary:

Both email accounts have identical settings except, of course, for account

For 3 days PeoplePC has not responded to me regarding this issue.

Anyone know what the problem is and what I need to do to fix it?
