What does Windows have to do with how a program is coded for display a non-wrapped string within window or frame?
The application dictates how it displays strings. Doesn't matter how the string was determined. The app that provides an overly short frame in which to display the string ends up truncating it. In OE, the user could widen the tree pane but that wastes a lot of screen space, so hovering the mouse over the truncated name provides the workaround to showing long strings without having to resort to line wrapping.
The application decides how to display the string within its own windows, not Windows. If you put a long line in Notepad, it also gets truncated within the current view which will then use scrollbars to let you slide left and right, or you could enable line-wrap, but again the scrollbar and line-wrap are how the *application* decides on handling the overly long line.
Like Ron mentioned, you could change the view so the pane in which the newsgroups title strings are displayed is wider (but it is still possible for a newgroup title to exceed the width of the pane, especially if OE is not maximized). If you use the leftside folder view, you can widen it at the expense of screen space for the header pane and preview pane. You could hover the mouse over the newsgroup title to get a popover showing the longer string. All of these are still whatever the *application* decided to give you to display strings in its display, not by MS Windows.
The OP wanted shorter strings displayed for the newgroup titles. Nothing to do with querying the NNTP server. Also, the newsgroup titles are the newsgroup names, not the server name. Why would you bring up the server? The same newsgroups are handled by lots of NNTP servers, and they have the SAME names. Imagine trying to find the same newsgroup on a different NNTP server but which foolishly used a different name for the newsgroup. In Thunderbird, I believe, it will abbreviate the newsgroup names. For example, microsoft.public.outlook.general probably looks like m.p.o.general. I don't think it has the popover help of OE to then expand the name so you could see what m.p.o stood for. As I recall, I had to edit some .css config file to get Thunderbird to knock off the auto-abbreviation since it made difficult knowing in which I was in that had the same abbreviation. Again, the abbreviation in Thunderbird for the newsgroup titles is, well, for the newsgroup titles, not the server name which is a totally different entity altogether.
