You are missing an update if that is your correct version number of msoe.dll and inetcomm.dll as shown in the Help/About screen. May I ask why you don't use Outlook Express to read news? Google is no help in identifying your version correctly.
Also, if you have Outlook (a part of MS Office) installed, it may be that you need to re-register Outlook Express as your default mail program.
One other thing to check would be the version number of sendmail.dll on your system. It would also be helpful if you would include your prior posts in your reply so that someone replying does not have to review them to remember what this conversation is about. While the subject may be obvious to you, to those who reply to many messages in this and other newsgroups daily, it is not easy to remember each and every conversation.
