That explains why 823353 won't install. You already have modules
which supersede the modules which it wants to install (e.g. from 887797
and 897715.) The message is essentially telling you that you don't
need it because of that. (Ignore what the message says; just take from it
that there is some reason that the update can't be applied and infer from there
what the real reason is.)

Actually the version of msoe.dll that you showed us contradicts the idea
that you have 897715 applied. If so, as I mentioned last post, you should
have version 6.0.2800.1506.

Oh. It appears you have 897715 half-applied:
you have inetcomm.dll at that level but msoe.dll is at what I think is only
887797 level.

Try uninstalling those two first and then see if it will install normally.
Since inetcomm.dll is a protected module it may be a good idea
to try doing it in safe mode and reboot in safe mode when it wants
to reboot (e.g. to prevent any possibility of interference from third-party
security programs with the update, which BTW is assumed usually to be
the cause of version discrepancies such as yours.)

Did you try to find if you have other copies (e.g. other versions)
of those modules? E.g. if you find the uninstall directories for
those two updates and they show that they will restore versions
less than than those to be installed by 823353 you would have
a better idea if that update would install normally.

If 823353 eventually does install normally you won't need
to bother with the procedure needed to force it on. However,
if you wish you can find the instructions for doing that in other
threads about it or 837009.
