In addition to what Jim suggested, you can select several messages and then go to Message | Combine and Decode and it will give one big text file, but the headers will be missing.

You can also get something like DBXtract and extract the messages as eml files and then just rename the files to txt.

Could someone suggest the best way to convert the contents of the local
OutlookExpress news/mail folders into text files?

The idea, of course, is to avoid manually editing each and every message.

I use Windows XP Professional and OutlookExpress 6
