If you click on a wav file, does it play?
If you go to Control Panel | Sounds and look at the various events and associated sounds, if you choose to play one there, does it act like its playing, or is that disabled?
And check the volume controls again to ensure one of them isn't moved way down or muted.

All sound works except Windows Sounds or sound I add to IE or OE functions.
