Sounds as though you need to click Start/Help and Support and start reading about permissions. I suspect that using XP is your first venture into an NT kernel operating system. You really need to learn a bit about how things work before you make such comments.
Limited user accounts are valuable as they protect the computer user from rogue websites that dump Trojans and other nasties onto a visitor's operating system if that limited user has Administrator privileges. See this article for more info:

XP does not allow limited users to use Administrator installed programs period. The Administrator has to install everything therefore the limited user gets very few programs that will run PROPERLY for them. Supposedly newer programs are running PROPERLY for them. Apparently OE 6 has not been set up PROPERLY yet.
