Fix:
Control Panel>Internet Options>Security Tab>Internet Zone>Custom Level Tab>Make sure "Automatic logon with current username and password" is checked.

Did you try the account after configuring it manually in a new identity, Rick?
Did you try the account after configuring it manually in an identity in a new/other User Account?
When the problem first started, had you just changed ISPs or your method of connecting (e.g., dial-up to broadband, new modem or router)?
You might try examing the issue further (in any identity/User Account) using the Clean Boot troubleshooting technique as outlined in http://support.microsoft.com/?kbid=310353
800ccc32 is a very infrequent yet not unknown Hotmail-in-OE error: http://snipurl.com/galh.
You can escalate this with MSN/Hotmail via http://support.msn.com/eform.aspx?productKey=hotmail&page=support_home_options_form_byemail&ct=eformts

Steps taken: Verified settings via Hotmail, Microsoft, and a simular computer, which allows access. (Unsuccessful) Tweeked registry entries and OE/IE settings per this news group. (Unsuccessful) Imported registry entries from working computer. (Allowed the choice of Hotmail as HTTPMail provider, access/password issue unresolved.)
Last Resort: Uninstall OE6. Reinstall OE6, WinXP SP2, and other patches. Try to configure OE6, again, to access Hotmail Plus account, unless a solution is found in the next week.
Questions left unanswered: Which registry settings control access to a Hotmail account? Which OE files control access to a hotmail account?
I appologise if I am being a bit short. I am pulling my hair out to find a solution without having to reinstall OE6. I would rather verify that the registry keys and data are correct and replace corrupted or missing WinXP or OE6 files.
