In addition to what Jim wrote, in the context of OE we use the telnet
client just for diagnostics. AFAIK telnet server is only required
when you want to host a connection involving the telnet protocol.
We use the telnet client's port parameter to create raw connections
for character-based protocols such as HTTP (to port 80), NNTP (to port 119),
SMTP (to port 25) and POP3 (to port 110) which then can be simulated
by typing in the telnet client's window.
