I'd say OE in WinXP SP2 is protecting you from yourself (i.e., unintentional deletion of messages). With that option enabled, always close OE before shutting down.

Perhaps I'm missing something--a high likelihood--but why wouldn't a restart
or shutdown constitute an "exit" from OE?
