Emptying deleted items folder

Not a problem, more a curiosity. I just got my second computer a few days
ago. My first dates back almost six years and ran 98SE.

I have enabled the option to empty messages from the deleted items folder
upon exit. With XP, the folder empties upon closing the program, but not
upon a restart or shutdown. With 98SE it always emptied with a program close
or a restart/shutdown.

Perhaps I'm missing something--a high likelihood--but why wouldn't a restart
or shutdown constitute an "exit" from OE?
