You can disable it, so you won't see it, but OE is an integral part of IE, which is also an integral part of Windows, so you can't uninstall it.
In the Control Panel | Add/Remove Programs | Add/Remove Windows Components | Uncheck: Outlook Express.
(I'd look for a new server).

The nice folks at Blackberry told me I need to uninstall Outlook Express in
order to resolve an issue I am having with a Blackberry server. 2 questions:
1. Is there a way to uninstall Outlook Express from Windows Server 2003? 2.
What else is going to be affected if I unistall OE? I do not need an email
client on the server.
