I surely do very much appreciate your time given to me...but please do read again now "very closely" my previous reports:
a) Described problem NOT occurring with my OTHER PC and which is linked to the SAME Router AND ISP as well (!). b) SAME problem by using my old 56k-Modem and logging myself into a completely DIFFERENT ISP (!). c) SAME problem by using DIFFERENT email programs, such as Mozilla or Thunderbird/Firefox (!). And I also created just now a new identity on my OE, but...
So I have the strong feeling that this "throttle-effect" must be "more deeply" located within perhaps the Registry of my OS "XP Pro" itself...hmm, what do YOU think??
How do you have your network set up. Are you using DHCP or manually set an IP address? If using DHCP, try setting a manual IP address for it, set the subnet mask to 255.255.255.0 and the default gateway to the IP address of the router. Then set the Perferred DNS to what you find in the router's status page.
You could also have some 'damaged' settings in TCP\IP. Have you tried to remove all, rebooted and then reinstalled? Possible Winsock 2 hijacking with a damaged LSP (http://www.cexx.org/lspfix.htm) maybe, HOST file set up with something screwy in it (Windows\System32\Drivers\ETC folder, just open it in Notepad and take a look see), still have some sort of spyware interferring. Without the computer sitting in front of me, it would be hard to tell.
