In WinXP SP2 and despite how often you compact all folders manually, OE will offer to compact all folders every 100 times you close OE. If you reply No to the prompt when you see it, the compacting takes place anyway. Furthermore, you won't see the prompt when it comes up again anytime in future!
From the behavior you describe, I suspect you chose No to this prompt andwhat you're see is OE trying to complete the automatic compacting: Just let it do so. WARNING: Attempting to close OE via Task Manager or shutting down the machine while the automatic compacting is taking place puts you at risk of losing your entire message store!
Despite repeated and quite vocal pleas from OE MVPs, the OE Team still hasn't provided a KB article documenting this automatic compacting feature (and the risks of shutting down OE or Windows while it's taking place).
