I am assuming your use of "synchronize" means polling the MSN/Hotmail server, not synchronizing the two machines.
Sounds like a problem on MSN/Hotmail's end then. You could contact them about this via http://support.msn.com/eform.aspx?productKey=hotmail&page=support_home_options_form_byemail&ct=eformts but IMO it won't do you any good if you're not a Hotmail Plus subscriber. YMMV.

Yes, all the email accounts are HTTP.
Also, yes I know not to archive in Local In, or Sent folders. Had a problem a while back where I learned not to use them.
